City Government Burden on Tallahassee Economy Growing

Tallahassee Reports has completed an analysis that indicates that the COT government spending has increased as a percentage of the Tallahassee’s Gross Domestic Product from 2005-2008. Gross Domestic Product (GDP) is the measure of all goods and services provided.

Using Bureau of Economic Analysis (BEA) data on Gross Domestic Product and City of Tallahassee expenditure data, the analysis indicates the COT GDP grew 11.6%, while COT government expenditures increased 33% from 2005 to 2008. (Government Expenditures includes all government funds.)

How Many Aides Do COT Commissioners Have?

During a recent public hearing on the COT budget, a number of citizens criticized Mayor Marks for having four aides. Each time a citizen leveled the charge, Mayor Marks shook his head as to say no that is not the case.

A quick perusal of the budget for the Office of the Mayor indicates there are four budgeted positions. However, that number includes the Mayor. So for 2010 the Mayor has 3 aides. In 2008 he had 3.5 aides.

The expenditures for the Office of the Mayor in 2008 was $689,000, in 2009 the estimated expenditures is $573,000, and the budgeted amount in 2010 is $592,000.

The other four commissioners each have one aide. The 2010 budget for the part-time commissioners’ offices is $161,000, except for City Commissioner seat #1, which is $12,000 less at $149,000. This seat is occupied by Mark Mustian.

City Spending Increases Isolated to Three Areas

In our last report, Tallahassee Reports analyzed the expenditure trend of the City of Tallahassee’s $133,000,000 general fund over the period of 2005 to 2008.

The analysis indicated that expenditures over that period exceeded population growth to the tune of approximately $23 million. When adjusted for a inflation over that period, expenditures added approximately $12 million.

This report investigated what categories received the expenditures above and beyond population and inflation growth. The analysis indicated that three areas account for this increase in expenditures.

Spending Trend Explains $7.5 Million Budget Shortfall

An expenditure analysis by TallahasseeReports.com indicates that spending per capita by the city of Tallahassee has increased approximately 7.5%  over the period from 2005 to 2008.

The city of Tallahassee reports that the median family income increased from $59,700 to $59,900 during this same period.

The analysis indicates that in 2005, the city of Tallahassee spent $699.55 per city resident for core services provided through the general fund. In 2008, the per capita spending was approximately $751.54.

During this period the general fund expenditures increased from $119 million in 2005 to $133 million in 2008.
